I’d say no and apparently so would Lynne Truss who is the author of “Eats, Shoots & Leaves” and is generally not a fan of the Oxford comma. All that’s needed here is the one comma to distinguish a panda which eats both shoots and leaves from one which eats and then shoots and then leaves.
