You are right that off-label use of prescription medications is fairly common but it is generally approved by doctors and has some support in the medical literature. In this instance, that's not the case.
I grant you that I did not point out that this medication is used against parasites in both humans and horses. But I'm not obliged to do so. I'm not a news reporter or a medical researcher. I'm a satirist and my job is to convince people not to listen to the likes of Joe Rogan who can do great harm to others. In doing so, I may exercise my creative license.
